Upgrade from 1.37.0 to 1.38.0

Renamed some variables in the Setup AMI clusters.

We renamed the game_ami_prefix and game_ami_owners variables to be setup_ami_prefix and setup_ami_owners in the AMI setup clusters (ami_setup and minimal_ami_setup). This eliminates conflicts with the variables with the same names in other clusters.
