Upgrade from 1.27.0 to 1.27.1

Fix for Terraform 0.12.19 Not Supported Error in AWS ALB-SSL Clusters

After upgrading, run the command genvid-bastion install -m to update Terraform modules with the fix for this error. Then run init on any existing clusters to ensure Terraform is using the correct module version.
